13.1  Introduction and Methodology

This Chapter assesses the direct impacts on land use and amenities directly affected by the construction of each of the route options.  With respect to impact on amenities, this chapter specifically deals with the physical loss of amenities, either by demolition of these amenities or by removal/disruption to their existing access arrangements.

Impacts on Agriculture, Mineral Resources (Quarries), Planning, Landscape and Aesthetics, Noise and Vibration, Air Quality and Socio-economic aspects are addressed separately in other sections of this report.  The assessment draws on an earlier Constraints Study that contained a brief review of activities within the towns, land use and amenities and information on planning applications provided by the Planning Department of Cork County Council.  This assessment has also been based on OS colour aerial photographs taken in May 2000 and a windscreen survey.

In assessing impacts, the following significance criteria have been used.  Criteria for numbers of properties or business premises affected have been developed to be appropriate to this predominantly rural area.

Minor adverse impact

Minor disruption or slight land take of existing amenities, residential land or commercial land/premises. No residential or business properties demolished.  Loss of 1-5 sites subject to planning applications. 

No impact

No change to existing amenities and businesses. 

Minor beneficial impact

Improved access to land zoned for development in Local Plan.

 

13.2  Assessment of Effects: Construction and Operation

Table 13.1 (a to e) summarises the effect on properties, planning approvals and amenities by the various sections of the different route options.  The locations of the various “built” amenities effected are shown on Figure 13.1.  Environmental amenities identified as constraints, such as cultural heritage and ecologically important sites, are shown on the Figures associated with the relevant respective chapters of this report.

13.3  Mitigation Proposals

At all stages of the design process the route alignment is optimised to limit demolition and other impacts on property and amenities.  Further development of the route alignment will be carried out during the subsequent more advanced stages of the design process with the aim of mitigating the impact of the route on property and amenity.  Ideally, where it is possible, impact due to demolition and loss of amenity can be mitigated against to the extent where their effects are negligible or avoided altogether.

A review of ownership and existing rights would be undertaken to develop further appropriate mitigation measures.  This will be followed by discussions with those affected.

Where property has to be demolished, this will be a matter of compensation with the owner/resident.

Accommodation works and landscaping can be used to limit the effect of the road construction on properties affected.

13.4  Conclusions

West of Macroom.

Both the Green and Yellow Routes west of Macroom create moderate adverse impact due to the loss of amenity at Cascade Wood.

On the whole however, the Yellow Route west of Macroom is in close proximity to a greater number of residential properties than the Green or the Green/Link/Yellow routes.  Therefore, acquisition of residential land is likely to be greater for this Route.

East of Macroom.

All routes may affect the EMC car park at the tie-in to the Ballincollig bypass.  The Green route would be the most preferred option as it passes close to the least number of properties with no residential demolitions or loss of amenity.  The other northern routes (Red and Green/Link1/Red) cross the Lee Valley Golf Club at its southern boundary, which may affect 2 of the greens.  However, it may be possible to remodel the golf greens with minimal affect on the course.  The Red route also requires demolition of one commercial property.  The Blue requires demolition of one residential property and one commercial property.  The Yellow route is in close proximity to the greatest number of properties.

The routes to the east of Macroom, listed in preference with respect to minimising demolition and loss of amenity, are:

·       Green/Link3/Red

·       Red

·       Blue (least preferred)
