APPENDIX 23  Development of the EPR following public consultation

Guide to the “Comparative Assessment of Alternatives”

The following matrices summarise the comparative assessment of the alternative route alignments with respect to the existing route from the Draft Route Selection Report.  A ranking system has been used to indicate the degree of preference given to the various alignments being compared as follows:-

Highest Preference

Least Preference

No specific preference for any alignment being compared

Secondary Preference*

* = Where more than two alignments are being compared

Agriculture

- Alternative provides benefit for one farm property (no difference to any other)

15

Mineral Resources

- Nil or marginal difference

Alternative Route

Comments

4

Landscape and aesthetics

- Alternative could potentially have a greater visual impact due to prominent cutting through rock outcrop on Athsollis Bridge road

- However, the overbridge on Athsollis Bridge road may constructed at grade (or close to at grade) and having a lesser visual impact

5

Cultural heritage

- Marginal difference in impact on Cultural Heritage although alternative will avoid possible Soutterrain site (currently not verified)

6

Surface water quality and drainage

- The alternative alignment will have a marginally greater adverse effect due to it being closer to the river

7

Geology

- The alternative results in a marginally worse impact on geology due to the deep cutting through the rock outcrop on Athsollis Bridge road

7

Hydrogeology

- The alternative alignment could have a marginal improvement on hydrogeology because it is located further away from a major spring

8

Ecology

- There is potentially a marginal improvement due to less severance of ecological area 52a

9

Air quality

- There are fewer dwellings in close proximity to the alternative resulting in a marginal improvement

10

Noise and vibration

- There are fewer dwellings in close proximity to the alternative resulting in a marginal improvement

13

Demolition and loss of amenity

- Nil

14

Agriculture

- Severance of farms will increase as a result of the alternative route

15

Mineral Resources

- The alternative results in a marginally worse impact on mineral resources due to the deep cutting through the rock outcrop on Athsollis Bridge road.  Rock outcrop has been used in the past as a source of stone and could be quarried further in the future

17

Construction Impacts

- Nil

16

Road Alignment

- The alternative is a significant improvement

18

Cost Estimate

- A slight cost benefit would be expected from the alternative due to it being somewhat shorter and would have a simpler overbridge on Athsollis Bridge road

Comments

4

Landscape and aesthetics

- Northern route would require a large embankment and would be closer to a more dwellings

- Existing route would have slightly less visual impact than southern route

5

Cultural heritage

- Nil or marginal difference

6

Surface water quality and drainage

- Northern route is closest to water course and would have greatest impact on surface water quality

7

Geology

- Large embankment required for northern route

7

Hydrogeology

- Nil or marginal difference

8

Ecology

- Southern route would involve the greatest severance of ecological area 52a

- Southern and northern routes are closer to greater numbers of dwellings than the existing route

11

Planning

- Nil or marginal difference

12

Socio-economics

- Nil or marginal difference

13

Demolition and loss of amenity

- Due to the preference of the existing route over Alternative 11, the northern route would require the acquisition of at least a part of one residential plot

14

- Southern route involves greater severance of agricultural land

15

Mineral Resources

- Nil or marginal difference

17

Construction Impacts

- Nil or marginal difference

16

Road Alignment

Alternative Route

Comments

4

Landscape and aesthetics

- Alternative route requires greater embankment heights (to provide underpass) at Stage Cross

- Existing route gives better landscape integration and less extensive embankments

5

Cultural heritage

- Alternative would have a slight increase in impact on Cultural Heritage

6

Surface water quality and drainage

- The alternative route is located slightly further from River Bride and tributary.  The crossing of the tributary would be close to existing N22 crossing point, which would result in slightly less impact on an untouched section of the tributary

7

Geology

- Marginal or nil

7

Hydrogeology

- Nil

8

Ecology

- Alternative route would have less impact on area 55d

11

Planning

- Marginal or nil

12

Socio-economics

- Marginal or nil

13

Demolition and loss of amenity

- Marginal or nil

14

Agriculture

- Alternative would result in less severance for three agricultural plots

15

Mineral Resources

- Marginal or nil

17

Construction Impacts

- Alternative route would have significantly greater construction impact on existing N22 traffic and Stage Cross junction.  This is a short term impact (relatively)

16

Road Alignment

- Alternative route is a far smoother alignment

- Existing alignment would provide a more suitable junction location at intersection with R590 Regional road

18

Cost Estimate

- Cost of alternative would increase due to additional impact on existing N22 and Stage Cross junction

Alternative Route

Comments

4

Landscape and aesthetics

- Greater length of the Alternative route would be visible in green field land/ adjacent to river

5

Cultural heritage

- Minor differences in impact on some built heritage sites

- Overall nil or marginal difference

6

Surface water quality and drainage

- Alternative is in very close proximity to river, which increases potential for pollution during construction and long term from road spills

- There is also greater impact on flooding risk

7

Geology

- Alternative would require greater fill heights to mitigate flood risk

7

Hydrogeology

- Marginal or nil

8

Ecology

- Alternative would have greater impact on ecological value of River Bride (important fishery and potential candidate SAC)

9

Air quality

- The alternative route is located further away from dwellings located along existing N22

10

Noise and vibration

- The alternative route is located further away from dwellings located along existing N22

11

Planning

- Nil

12

Socio-economics

- Nil

13

Demolition and loss of amenity

-Nil

14

Agriculture

- Farm holdings in this area extend both north and south of existing N22 route, therefore alternative would reduce impact on these plots where severance already has a major impact

15

Mineral Resources

- Nil

17

Construction Impacts

- Alternative would have major increase impact associated with construction adjacent to river

16

Road Alignment

- Nil

18

Cost Estimate

- Reduction in cost expected due to number of farm access underpasses deleted by alternative

- This would be offset by an increased cost of higher embankments, enhanced drainage requirements, more difficult construction and flood mitigation requirements for the alternative route

11

Planning

- Nil

12

Socio-economics

- Nil

13

Demolition and loss of amenity

- Alternative will require the acquisition of land from the Eire Og (GAA pitch west of Casey’s Road)

- This could be mitigated against by exchange of land near club house for new pitch

14

Agriculture

- Greater length of the alternative route travels through agricultural land and would have greater farm severance

15

Mineral Resources

- The alternative is shifted south away from the more valuable mineral resources in the area

- The alternative however does not really address the concerns regarding access to lands available in the short term for continuation mineral extraction activities

17

Construction Impacts

- Nil

16

Road Alignment

- The alternative road alignment is marginally worse

18

Alternative Route

Comments

4

Landscape and aesthetics

- The alternative would result in greater visual impact on views from Kilcrea Friary

- The alternative would require a raised structure on the Boreen road, which will also increase visual impact

- However, alternative will significantly reduce the visual impact on dwellings located in the northern part of the Abbey Road settlement

- Overall existing route has lower degree of landscape and visual impact

5

Cultural heritage

- The alternative is significantly closer to Kilcrea Friary and other known monuments in the area (NIS119, NIS120, AH191, AH121 and Kilcrea Castle)

6

Surface water quality and drainage

- Close proximity of alternative to river (as well as the requirement to straighten a section of the river) increases potential for pollution during construction and long term from road spills

7

Geology

- Alternative would require greater fill heights to mitigate flood risk

7

Hydrogeology

- Alternative route requires deeper cuttings

8

Ecology

- Alternative would have greater impact on ecological value of River Bride (important fishery and potential candidate SAC)

9

Air quality

- Alternative route has fewer receptors which would benefit dwellings in the Abbey Road settlement

10

Noise and vibration

- Alternative route has fewer receptors which would benefit dwellings in the Abbey Road settlement

11

Planning

- Marginal or nil

12

Socio-economics

- Alternative provides potential benefit due to reduced severance of Abbey Road settlement

13

Demolition and loss of amenity

- Marginal or nil

14

Agriculture

- Marginal or nil

15

Mineral Resources

- The alternative route would improve the impact on mineral resources

- The major benefit resulting from the alternative is that it addresses the concerns regarding access to lands available in the short term for continuation mineral extraction activities

17

Construction Impacts

- Alternative requires a skewed crossing of the Boreen road

- Alternative runs close to the River Bride requiring localized realignment of the river

16

Road Alignment

- The alternative appears to provide minor improvements to the road alignment

18

Cost Estimate

- Increased costs associated with additional road crossing and proximity to river are likely

A23.1.18     Alternative 17   – Comparison of Yellow Route, Yellow/Link6/Blue Route and Yellow/New Link/Blue Route (“the alternative”)
                     – Kilcrea/Garryhesty/Knockanemore/Carrigane
                     – Station Road to Ovens – Ch43+500 to Ch38+750

Existing Route (Yellow)

Alternative Route (Yellow/Link6/Blue)

Alternative Route (Yellow/ New Link /Blue)

Comments

4

Landscape and aesthetics

- Yellow/New Link/Blue would have lowest visual impact (fewest receptors)

- Yellow and Blue / Link 6 Route Options traverse land of similar or equal landscape character

5

Cultural heritage

- Greatest impact due to proximity of Yellow/New Link/Blue to Kilcrea Friary

6

Surface water quality and drainage

- Yellow/New Link/Blue least preferred due to this alternative being closest (on more occasions) to the River Bride

7

Geology

- All have similar impact

7

Hydrogeology

- All have similar impact

8

Ecology

- Yellow/New Link/Blue is least preferred due to this alternative being closest (on more occasions) to the River Bride

- River Bride is considered potential candidate SAC

9

Air quality

- Yellow Route is closest to the maximum number of potential receptors

10

Noise and vibration

- Yellow Route is closest to the maximum number of potential receptors

11

Planning

- All routes impact on significant areas identified in the Development Plan

- The Blue/NewLink route has the greatest impact on environmental planning policies

- The Blue/Link6 route impacts on both the mineral resource and environmental planning policies

- Both the Blue/Link routes have the greatest effect on the “development area” situated north of Killumney

- Yellow route has the greatest impact on mineral resource planning policies

12

Socio-economics

- Existing route is least preferred due to this routes potential to have the greatest adverse economic and employment impact (mineral reserves)

13

Demolition and loss of amenity

- All have similar impact

14

Agriculture

- All have similar impact

15

Mineral Resources

- The Yellow Route will sterilize the greatest volume of the better deeper mineral reserves in the Bride Valley

17

Construction Impacts

- The existing route would present the least impact mainly due to this route being the furthest from the River Bride

16

Road Alignment

- All have similar impact

18

Cost Estimate

- The Yellow route will require the acquisition of more land through the area of greatest value mineral deposits

Comments

4

Landscape and aesthetics

- Marginal or no difference

5

Cultural heritage

- Alternative route has a potentially greater impact on more known sites

6

Surface water quality and drainage

- Nil

7

Geology

- Nil

7

Hydrogeology

- Nil

8

Ecology

- Alternative route has less impact on low value areas

9

Air quality

- There appears to be a greater number of properties in proximity to the alternative therefore making this route marginally worse

10

Noise and vibration

- There appears to be a greater number of properties in proximity to the alternative therefore making this route marginally worse

11

Planning

- Based on the Draft County Development Plan, alternative would impact less on areas identified for development

12

Socio-economics

- Nil

13

Demolition and loss of amenity

- Nil

14

Agriculture

- Alternative route results in a marginally greater length through and severance of agricultural land

15

Mineral Resources

- Alternative route traverses through land north of Chapel Road, which has been identified for mineral extraction

17

Construction Impacts

- Nil

16

Road Alignment

- Alternative alignment requires tighter bends to avoid “development area”

18

Cost Estimate

- Marginal or no change
